the receipt of your
letter No. 74 of the 19th Instant and to state for the information of His Excellency the Governor in Council that Capt. Hely the Superintendent of Police and myself after having viewed all the drains in the Town, have agreed, that to clean them out properly extra Overseers and 200 Coolies will be required, and that such force will, in all probability, perfectly effect the object in view in 8 or 9 days. I therefore beg respectfully to recommend the measure for the consideration of His Excellency R. Wormam Esq.
